Electric cars produce zero emissions when "IN USE". The emissions for electric vehicles are not zero emission throughout the life cycle. The manufacturing of the vehicle needs to be taken into account, as well labor, and transportation of the parts and workers. The electricity that is needed in order to power the vehicles produces emissions as well. Depending on the location, the generation of electricity, the production of CO2 emissions can vary immensely.
