Are Recharge Basins the Answer to California's Drought?

In response to California's drought, the city of Fresno is considering recharge basins as an integral part of their water strategy. The greatest challenge would be treating the water, but if they expand their capacity to do so, all of Fresno's water needs could be met with nothing but surface water, with an additional 40,000 acre-feet or so left over.
